Dumbo's beloved Halloween tradition: the Howl-O-Ween dog costume contest on car-free Washington Street, the March to the Arch parade through Brooklyn Bridge Park led by a brass band and puppets, then the Archway Party with crafts, a photo booth, live music and candy. Over 60 local businesses hand out treats.
